彰化縣蔬果產業人力活化運用之個案分析

本研究以質性研究方法探討彰化縣重要蔬果產業（洋蔥及番石榴）缺工情形、人力運用方式及執行現況，主要針對參加「農村農產業人力活化計畫」農事服務團之農場雇主、調度人員、農會承辦人員為對象，立意取樣六位受訪者進行深入訪談。根據研究結果顯示，洋蔥產業於栽種農忙時期缺工嚴重，番石榴產業為季節性人力欠缺，尤以套袋與採收時期缺工更是嚴重；受訪雇主均認同政府以計畫形式進行人力調度與農事服務團團員工作效能等，但就農場缺工人力供需不均與人員流動率高等問題，仍應持續關注及提出因應之道。對目前人力活化之計畫，受訪者意見分歧，贊成者認為立意良好，有助於解決農產業季節性缺工；持保留與反對意見者則認為在成員招募、缺工媒合、派工管理及調配運用等執行面上仍有疑慮。本研究建議可從建立農業人力供需資料庫、確保農業人力招募與培育，配合其他適當方式鼓勵從農、完善僱用人力保險制度，提供交通補助接送，以改善蔬果產業季節性缺工問題。

To investigate the labor shortage, and present utilization and execution of human resources in fruits and vegetables industry (e.g. guava and onion) in Changhua county, this qualitative research includes six respondents who are employer, manager, case officer of farmer' association in agricultural service corps for the ＂Agile workforce utilization project＂. The result shows that there has severe labor shortage in busy vegetables industry farming season and has regular labor shortage in guava industry, especially in bagging and harvest period. All the employs satisfy with the present utilization and execution of human resources but imbalance in labors supplying and high labors turnover. There are different opinions between respondents in setting up agricultural manpower dispatching platform. To improving seasonable labors shortage in fruits and vegetables industry, we suggest the following ways: setting up the supply and demand of agricultural manpower database, promotion of agricultural manpower recruitment and education, encouraging people to engage in agricultural industry, making perfect insurance system, and providing allowance in transportation. The members of agricultural service corps engage in their own farming of leisure. They would work across the region under pick up services. To diminish the labor shortage, the Farmers association have finished the education for the employees, and could dispatch the human resources between different industries.
