摘要

近年國人重視健康養生觀念，有機農業法規制度逐步完整，促使生產者積極投入有機農業生產，消費者亦對有機農產品產生信任感，另消費團體、大企業紛紛投入有機農業產銷，營造國內有機農業發展好契機。96年訂頒「農產品生產及驗證管理法」及子法，加強有機農產品認驗證管理及行銷通路拓展，推動有機農業專區，擴展群聚效益。迄今年（101）4月底，農委會已認證之有機農產品驗證機構13家。通過有機農產品驗證機構驗證之有機農糧產品驗證面積共5,221公頃，較96年2,013公頃增加1.6倍，驗證合格農戶2,428戶；有機農糧加工品業者計有218家。未來將加強研發有機栽培及加工新技術，提高經營收益。落實有機農產品認驗證制度及推廣CAS有機農產品標章，建立消費者信心及權益。開拓多元行銷通路，擴大消費層面。推廣有機集團及專區栽培，擴大產銷規模。有機農業是健康農業發展主軸，須由民間、學術單位及政府等共同推動，發展技術、強化管理、開拓市場、培植發展潛力。期望結合各界的力量，共同促進有機農業發展，開創生產者、消費者及管理者三贏之局面，進而達成有機農業島之理想境界。

People pay much attention on good health in Taiwan recently. Due to the gradual completion of Organic Agriculture Act, which encourages producers invest actively in organic agricultural products, consumers increase their confidence in organic agricultural products. Furthermore, numerous consumer organizations and enterprises have invested in organic agricultural products production. It shall be a great moment for the development of domestic organic agriculture. Since the promulgation Enforcement Rules for Agricultural Product Production and Certification Management Act and its subsidiary regulations in 2007, organic agriculture products certification and accreditation management has been enhanced, sales marketing has been developed, proper areas for organic agriculture has been promoted, effectiveness of cluster has also been extended. So far until the end of April 2012, Council of Agriculture, Executive Yuan has accredited 13 organic agricultural products certification bodies. The certified organic crops area is 5,221 hectares, which is 1.6 times more than we had 2,013 hectares in year 2007, certified organic farmers are 2,428 and the certified operators of organic crop processed products are 218 in numbers by organic agricultural products certification bodies. Research and development of organic cultivation and new processing technique will be strengthened; the operation benefit will be raised, organic agricultural products certification system will be implemented, CAS organic agricultural products mark will be promoted, consumer's confidence and rights will be established, varieties of sales marketing will be exploited, consumption styles will be enlarged, cultivation in organic group and certain areas will be promoted and the scope of production-marketing will be enlarged in the future. Organic agriculture is the main stream for development of health agriculture. It requires the private, academic and government official cooperation to develop technique, enhance management, explore market and develop potentials. In the case, Taiwan is expected to achieve a win-win situation for producers, consumers and administrators to develop an ideal organic agriculture island.
