我國推行建築能源證書制度之適用性與執行方式研究

The Research for the Energy Performance Certification System of the Adaptability and Implementation in Taiwan

摘要


背景:98年全國能源會議於「能源管理與效率提升」議題,要求推動建築物節能減碳標示制度(如歐洲能源護照),隨即行政院節能減碳推動會於99年5月核定「國家節能減碳總計畫」,其中子計畫明定「推動建築物節能減碳標示制度」。上開措施皆係引導民眾購買低耗能建築,並藉由市場機制改善或淘汰耗能建築。目的:探討建築能源證書制度於我國之適用性與執行方式,針對住宅類及辦公類建築之能源效率予以剖析,建議現階段較適合執行之建築物種類,及研擬執行建築能源證書制度之可行性概要。方法:利用行政院國家科學委員會委託辦理「低碳台灣『建築能源證書』評估系統及關鍵技術之研究」所完成之評估系統,針對現階段適合推行之建築種類,予以示範建築能源證書計算案例。結果:經本研究研擬顯示,我國推行建築能源證書制度有五大要件,包括:建立各類建築物能耗資料庫、研擬各類建築物之能源效率計算與查驗標準、修訂建築能源證書標示制度之法源、統合建築能源證書制度之權責機構,以及落實建築節能改善之財政獎補助政策等。惟現階段我國僅具備部分要件,實不宜貿然實施,未來宜俟所有要件具備後,方適合全面推動建築能源證書制度。結論/實務應用:建議未來可依建築類型進行不同能源管制方式予以漸進實施,例如針對辦公類建築物,可採行取得建築使用執照時需同時提出能源證書之管制方式;至於住宅類建築物,建議仍以推動節能電器及照明燈具為優先,同時配合進住後(使用階段)採取簡易EUI估算方式,讓民眾知道自宅耗能程度之優劣。至現階段建議宜以公部門管理之辦公類建築物優先試行,除了可以累積推動經驗,減少未來推動障礙外,也可以藉此宣傳建築節能所能帶來的好處,做為未來推動之準備。

Backgrounds: The issue of "Energy management and efficiency upgrade" has been addressed in the National Energy Conference at 2009. The purpose was to promote the "Buildings save energy and reduce carbon labeling system", such as "the European energy passport". To follow up this issue, the Saving Energy and Reducing Carbon Promotion Committee of Executive Yuan have approved the "National carbon reduction major planning" in May 2010. These policies direct people to purchase low energy consumption buildings, and improve or eliminate the high energy-consuming buildings by the market mechanism. Purposes: Exploring "the Energy Performance Certification System of the Adaptability and Implementation in Taiwan", this research particularly focuses on the analysis of the energy efficiency performance in residential and office buildings. Furthermore, providing a proposal of the implementation for the designated building at the current stage, and also researching the implementation of building energy efficiency labeling system with feasibility. Methods: Utilizing the evaluation system of "the Rating-labeling and Calculation Standard for Building Energy Certificate in Taiwan (BEC-TW)" which have completed the research by National Science Council. Given the case study, is about the calculation of building energy certificate for the implementation of the demonstrative buildings. Results: This research shows that executing the building energy certificate system has five requirements, include: establish a database of various types of building energy consumption, study calculating the energy efficiency of all types of buildings and examination standards, revise the law with building energy certificate labeling system, integrate the operational units of Building Energy Certificate System, and implement the policy on financial subsidy for building energy efficiency improving etc. Conclusions: In the future, in accordance with different types of the buildings to execute different energy control methods in step-by-step progress. For example, for office buildings, it can use the method which shows the Building Energy Certificate when applying for a building using license. As for the residential buildings, it suggests that the priority of promoting energy efficient appliances and lighting fixtures, and at the same time coordinating of residency (use phase) taking a simple way to estimate EUI, it can let the people know the extent of the pros and cons of energy performance from the building. As for the proposal at this stage, the priority is to apply the Energy Performance Certification System on the office building in public sector. In addition, to accumulate the promoting experience for reducing promoting barriers in the future, and publicize the benefits of building energy efficiency, promote the preparation for future.
