摘要

普查经费绩效评价是全国经济普查最突出的问题之一，面对2006年底即将开始的第二次农业普查，经费问题仍不可忽视。本文从普查经费的绩效着手，构建立体式多纬度的经费绩效评价体系，以更好地反映普查经费的使用效果。该评价体系空间上，借助财政监督力量和社会审计机构；时间上，建立普查经费年度比较信息；指标上，借助定性、定量指标与财务、非财务指标。并且应用平衡计分卡监测并评价经费使用。

Evaluating the benefit of general survey funds is one of the hottest problems to national economic general survey. The fund problem can't be ignored yet, in light of the beginning of the second census in the end of 2006. This article constructs the tridimensional and latitudinal system of benefit evaluation , so that the general survey funds could be reflected well. This evaluation system depends on fiscal watch and social audit institutions from the perspective of space, establishes comparable information of the funds of general survey from the perspective of time, uses quantitative and qualitative, financial and non-financial indexes, and applies Balance Score Card which monitors and appraises the funds used.
