摘要

當進行文化統計指標研究時，本研究蒐集台灣自1996年至2004年間文化統計架構及內容、聯合國教科文組織（UNESCO）的文化統計指標、世界各國及地區文化統計內容研究與指標等重要資料，著重在對於文化概念的界定及文化統計指標的用途與功能，同時引介了國際學者專家對於一個國家或地區在發展其文化統計指標系統時，應該考慮的一些議題與指標系統最終的用途等，本研究做了系統性的整理與闡述。在世界各主要國家及地區文化統計指標內容分析部分，本研究除彙整聯合國教科文組織（UNESCO）所出版的《世界文化報告》（UNESCO World Culture Report）中有關文化統計指標的內容外，並蒐集分佈全球五大洲中較具代表性的國家，對其文化統計內容逐一進行個案分析，同時進行各國及區域文化統計指標項目的彙整工作。由於各國風俗民情及政府的文化施政重點有所差異，因而使得各國文化統計的範疇與內涵皆有不同。藉由彙整分析各國的文化統計內容，除可供施政者做為建立文化統計架構與指標系統發展時的參考方向外，也可提供施政者新的視野與思考方向，同時幫助施政者省思在編製文化統計內容時的核心價值及政策目標。

This research was started in May 2006. It had been collecting information and data related to the definitions of culture and studying papers regarding culture indicators. The fundamental research work also covered Taiwan's culture statistics reports from 1996 to 2004, the culture indicator system established by UNESCO (United Nations of Educational, Scientific, Cultural Organization), and qualitative research on culture frameworks and culture statistics of other cultural advanced countries.The focus of basic research work was mainly on concepts and definitions of culture as well as the key functions of culture indicators. The report also presented other researchers' opinions on some important issues of developing a culture framework.
