财政分权与地方经济增长的关系研究

摘要

本文用1994年到2006年的面板数据，分别从截面和时间序列两个角度，建立了两个不同的财政分权与地方经济增长的统计模型，实证研究了我国财政分权对地方经济增长的影响。研究结果一致表明：财政分权总体上推动了各地区的经济增长；不同时期的财政分权政策对各地方经济增长的影响有细微变化；分东、中、西三个区域来看，我国财政分权对经济增长的推动存在一定的地区差异。最后，我们结合模型结果，对已有的财政分权政策效果的研究进行了评价，并提出了相应的政策建议。

In this paper, two models are set up to study the relation between Fiscal Decentralization and China Economic Growth in two aspects of section and time serials, based on the panel data from 1994 to 2006.Three same conclusions are made from the two models. The first is Fiscal Decentralization accelerate Economic Growth as a whole. The second is Fiscal Decentralization policy of different period has a little different influence on Economic Growth. The third is the acceleration has some area difference in the East, Middle part and the West.Finally, we evaluate the last study of the Fiscal Decentralization impact based on our conclusion, and give our policy advice.
