新北市新住民新娘概況

摘要

在全球化浪潮的衝擊下，臺灣與各國人民跨國的交流益趨頻繁。自我國開放大陸探親以來，隨著政策逐步鬆綁，兩岸人民交流及結為連理也隨之與日俱增。另由於政府推動「南向政策」，鼓勵臺商到東南亞投資，連帶增加臺灣男性與東南亞女性接觸的機會，使得臺灣社經地位相對較低的男性，透過親友介紹或仲介安排這群來自東南亞(越南、印尼、柬埔寨、馬來西亞、泰國、菲律賓等國)的「新住民新娘」乃應運而生。過去十幾年來，來自東南亞、中國大陸的「婚姻移民」(marriage migrant)，使得臺灣成為一個不折不扣的多元族群國家。新住民新娘因為各種不同的理由，遠離原生國家，來到語言、文化、風俗截然不同的新天地，成為臺灣的新住民，幾乎都面臨著各式各樣的問題，尤其近幾年臺灣受「少子女化」影響，本國女性生育意願下降，新住民新娘及其下一代在臺灣人口占比日漸升高，社會各界嚴肅關注新住民新娘產生的議題，包括語言、文化、生活適應、人際關係與支持網絡、貧窮與就業、子女養育與教養、婚姻暴力等，政府實有義務及責任，營造對這群新住民新娘友善的生活環境，使其融入臺灣社會。

Under the impact of globalization, Taiwan people become increasingly frequent international exchanges with other countries. Because of the Government's push to ＂Southward policy＂ to encourage Taiwan businessmen to invest in Southeast Asia, and increase the chances of male and female contacts in Southeast Asia in Taiwan, Taiwan men with relatively low socio-economic status, through friends/relatives or intermediaries to arrange a group from South-East Asia. New bride ＂came into being. The past more than 10 years, from South-East Asia, mainland China's ＂marriage migrant＂, making Taiwan a real multi-ethnic country. New inhabitant for a variety of reasons, far from the native country, came to the new world of languages, cultures and customs very different to become Taiwan's new residents, almost all face a variety of issues, especially in recent years, Taiwan's ＂The trend of fewer children ＂ influence, national decline in female fertility desires, New brides and their children in Taiwan's population accounts for the rising, serious concerns new residents of the community of bride issue, including language, culture, life, relationship and support networks, poverty and employment, child-rearing and parenting, marital violence, Government has a duty and responsibility, Creating for this group of new inhabitant the friendly living environment, their integration into the society.
