學術創業生態系統發展之發展與治理：公私部門夥伴關係觀點
The Study of Development and Governance on Academic Entrepreneurship Ecosystem: The Perspective of Public- Private Partnerships
摘要
本研究根據公私部門夥伴關係觀點(PPPs)探討大學基礎之創業生態系統(U-BEEs)，並以PPPs之特質與社會性困境加以探討臺灣學術創業生態系統發展現況與治理機制。本文採用質性研究方法，針對國內兩所頂尖研究型大學及一所發展創新創業成果優良的私立大學進行資料收集與訪問。研究結果顯示在PPPs之特質中，公共性與異質性的影響，將會造成新創成員缺乏合作意願與利益衝突等問題，使U-BEEs之運作成效不彰。

This study explores the development and governance mechanisms of Public- Private Partnerships (PPPs) in academic startup ecosystems, based on the social dilemmas created by the PPP perspective. This study uses qualitative research methods for collecting and accessing data. This article uses universities in Taiwan's academic entrepreneurial ecology as research objects which have relatively complete development and that have set up an entrepreneurial promotion project center, the Germination Function Unit. The results of the study show that the social dilemmas that arise in PPPs result in a lack of willingness and a conflict of interest among members.
