美國學校圖書館標準的制定及其評量模式之演變與啟示

The Enactment of Standards for School Library Program and Its Evolution of Evaluation Models in USA

摘要


學校圖書館發展成今日學校圖書館媒體中心(Schoollibrary mediacenter)或是學習資源中心(Learning resources center)的型態,是經歷很長一段時間的演進,其中包括科技的進步、教育的發展與改革,圖書館學界的努力以及教育行政單位的重視,才能使得傳統的學校圖書館營運脫胎換骨,邁向另一個新的發展階段。由於美國不論在圖書館學教育或圖書館營運方面,一向都領先其他國家,因此,本文以美國為例,以文獻分析與比較法,析論美國學校圖書館標平的制定與理念,以瞭解現代學校圖書館營運理念的轉移;其次,比較歷年來美國學校圖書館營運的標平或指南內涵之修訂重點及其影響,以瞭解學校圖書館營運與評量模式之趨勢;最後,以美國學校圖書館現況調查與實施為例,並歸納歷年來學校圖書館標平的制定理念及其評量模式之演變,提出學校圖書館營運的五項啟示,做為我國學校圖書館營運、實施與評量之參考。

This paper reviews research studies and some publications on different developmental stages of standards for school library media program by the related field professional community of librarianship in USA. First, the enactment of standards for school library program are explored and analyzed in order to understand the evolution of modern school library management. Second, conceptual publication standards on managing the school library media center are examined and compared, focusing on its revised rational background and effect, in order to understand the trend of evaluation models for school library media program. Finally, future scenarios for developing school library media program in Taiwan are offered based on the reviewed publications and the conducted survey on school library media program in USA.
