我國業界職業安全衛生專業人力現況

Distribution and Current Status of Occupational Safety and Health Professionals Working in Industries and Sectors in Taiwan

摘要


為瞭解我國事業單位實際執行安全衛生管理工作的人力配置狀況,包括具有職業安全管理師、職業衛生管理師、職業安全衛生管理員資格之人力、專業背景與證照、工作現況及專業進修需求等,本調查針對聘有以上三類人員的事業單位及其人員進行問卷調查。問卷分A卷「事業單位設置職業安全衛生專業人力調查」及B卷「職業安全衛生管理人員工作現況調查」。本調查發出邀請4,320份,A卷回收2,330份,回收率53.9%;B卷2,821人。受訪事業單位平均每單位設有1.5名職業安全管理師、1.2名職業衛生管理師、2.3名職業安全衛生管理員。受訪的職業安全衛生管理人員特徵為年輕、高教育程度、具環境與職業安全與衛生專業背景。安衛人員在工作上最常處理的安全類議題為交通安全、跌倒及滑倒;衛生及健康類是人因性危害、疲勞以及噪音;最希望加強的專業課程是溝通技巧和風險評估與管理。本研究為國內首次針對全行業事業單位及其職業安全衛生管理人員專業人力配置、學歷及證照背景、工作型態及專業進修需求所進行的調查與分析。建議未來可仿效美國及歐盟等國家,規劃進行中長程、週期性之全行業普及調查,俾憑作為不同產業人才培育、安全衛生政策及教育訓練規劃的參考。

This study investigated the distribution of certified occupational safety and health professionals (OSHPs) working in industries and sectors in Taiwan and the functions of these OSHPs on the job. In the study, a questionnaire survey was conducted to realize the allocation of certified OSHPs in different industries nationwide and the professional background(s), qualifications, work status, and training demands of the workforce. The questionnaire used in the survey included two parts, Volume A "Manpower Allocation of Occupational Safety and Health Professionals in Business Entities" and Volume B "Working Conditions of Occupational Safety and Health Professionals in 2020." A total of 4,320 official invitations were issued, and a total of 2,330 Volume A questionnaires were completed (53.9%). The Volume B questionnaire was completed by 2,821 OSHPs. As the results show, on average the surveyed business each employed 1.5 Occupational Safety Management Specialists, 1.2 Occupational Health Management Specialists, and 2.3 Occupational Safety and Health Management Personnel. The survey revealed that the OSHPs were of a bachelor or master degree with advanced training in environmental and occupational safety and health. The safety issues frequently encountered and handled on the job by the OSHPs were those of traffic safety, falls and slips; the hygiene-and-health-related were of ergonomics, fatigue and noise. The professional courses the OSHPs considered essential for enhancing their competency were topics on communication skills and on risk assessment and management. This study was the first survey in Taiwan investigating the industry- and sector-wise employment of OSHPs and analyzing the educational/work experience, job status, and training requirement of this professional group. Long-term, periodically conducted nation-wide surveys similar to those practiced in the United States and the European Union are recommended to provide references for the planning of professional manpower, reform of occupational health policy, and development of education and training curriculum.
