新聞自由還是專業倫理？中天新聞的書面鑑定與親身體驗

摘要

我擔任中天新聞台換照聽證會鑑定人，閱讀超過兩千頁資料，發現中天宣示的理念、自訂的法規、建立的品管機制都可圈可點，但它的實質表現，卻天差地別。中天一再觸犯「製播新聞違反事實查證原則，致損害公共利益」等法規，被裁罰的次數和金額，都是所有新聞台之最，連自家新聞都錯報謊報。我因此認定，中天沒有守住新聞專業倫理底線。聽證會後，NCC決定不予中天換照；中天反彈，把我列為攻擊對象之一。中天及其所屬的旺中媒體集團，污衊我的延遲直播建議是效法中共媒體、謊稱我引用的無國界記者組織（RSF）聲明已被總部收回，罵我「很瞎」、要我道歉；我沒有想到在書面鑑定之後，還要以親身體驗，見證中天新聞的專業淪喪、內控失守。

I read more than two thousand pages of information and found that the operating standards and procedures as well as quality management mechanisms of CTi News are adequate, but their actual implementation is very poor. CTi News does not do a good job of fact checking, so it often breaks the law. More penalties have been imposed by NCC on CTi News both in terms of frequency and amount, than on all the other TV stations. CTi News even erred in their own news reports. I conclude therefore, that CTi News does not uphold the minimum standard of professional ethics required in journalism. NCC decided not to allow CTi News to renew its license. CTi News retaliated by targeting me for attack. It slander my suggestion is to imitate the CCP media, falsely claiming that the Reporters Without Borders (RSF) statement I quoted has been recalled by the headquarters, calling me ＂very blind＂ and asking me to apologize. I did not expect to experience personally such unprofessional and undisciplined conduct on behalf of CTi News.
