台灣2014-2020年各類化粧品之微生物衛生安全狀況

Safety and Hygiene Status of Various Cosmetics in Taiwan from 2014 to 2020

摘要


為了要了解台灣化粧品衛生安全狀況,是否符合衛福部在2019年所公告的微生物容許量基準表的規範。新北市某檢驗公司從2014年至2020年檢驗各類化粧品總共4,814件,類別包括洗髮用化粧品類、洗臉卸粧用化粧品類、沐浴用化粧品類、香皂類、頭髮用化粧品類、化粧水/油/面霜乳液類、香氛用化粧品類、止汗制臭劑類、唇用化粧品類、覆敷用化粧品類、眼部用化粧品類、指甲用化粧品類、美白牙齒類、非藥用牙膏與漱口水類,結果指出不符合法規標準佔4.6%(221/4,814)。其中香氛用化粧品類不符合法規標準比例為15.9%(7/44)佔最高,其次為來源不詳類佔12.7%(33/260),再其次分別為化粧品原料及材料類、洗臉卸妝用化粧品與洗髮用化粧品分別佔11.3%(26/231)、5.9%(18/306)與4.4%(12/270)。至於公告方法中不得檢出的三種病原菌中,以綠膿桿菌的檢出佔0.6%(23/4,147),大腸桿菌佔0.05%(2/4,147),而金黃色葡萄球菌則未檢出。

To determine whether commercial cosmetics in Taiwan meet the safety and microbiological acceptance criteria announced by the Ministry of Health and Welfare in 2019, we examined 4,814 samples of various categories of cosmetics from 2014 to 2020. These categories include shampoo, face cleansing cosmetics, bath cosmetics, soaps, hair cosmetics, oil and cream lotions, fragrance, antiperspirant deodorants, lip cosmetics, face covering cosmetics, eye cosmetics, nail cosmetics, tooth whitening, non-medicinal toothpaste, and gargle. Results showed that 4.6% (221/4,814) of the samples failed the cosmetic acceptance criteria. Among the various categories, fragrance cosmetics had the highest failure rates (15.9%, 7/44), followed by cosmetics of unknown sources (12.7%, 33/260). The failure rates of raw cosmetic materials, cosmetics for face cleansing and makeup, and shampoo were 11.3% (26/231), 5.9% (18/306), and 4.4% (12/270), respectively. For the three pathogenic bacteria, Pseudomonas aeruginosa was detecte d in 0.6% (23/4147) of the samples, Escherichia coli was detected in 0.05% (2/4147) of the samples, while Staphylococcus aureus was not detected in any sample.
