新型冠狀病毒（COVID-19）對台灣營造產業影響之初探

摘要

2019年11月自中國湖北省武漢市傳出之新型冠狀病毒（COVID-19）所引起之肺炎，幾乎傳遍全球所有的國家。各國的經濟活動，也因這個疫情，造成空前的停滯。並對各行各業造成重大的影響與衝擊。在台灣，所有的行業也均受到波及，尤其以觀光、餐飲、交通、食宿和服務業等，影響最鉅。本文主要探討此一疫情對營造產業造成的影響。由於全球性的人流與物流管制，導致材料供應鏈中斷；以營造業來說， 外籍移工的短缺和大宗材料（如：砂石材料）進口數量之短少，都嚴重影響工程之進度和營收，進而衝擊公司之經營績效。本文將就疫情對這些面向的影響進行初步的分析與探討。

COVID-19, a severe respiratory disease caused by a new coronavirus, started in Wuhan, Hubei Province of China in November 2019, and has led to significant social and economic impacts on almost all human societies and industries in the world. There is no exception for Taiwan, and the impacts are mostly on tourism, restaurants, transportation, and service industries. In this paper, the authors focus on the impact of COVID-19 on Taiwan's construction industry. Due to the COVID-19-triggered control orders over movements of people in most countries and the resultant interruption of material supply chain, decrease in quantities of imported foreign workers and raw materials became serious issues faced by the construction industry in Taiwan, and greatly affected the schedule and performance of construction projects as well as the profits of companies. Detailed discussion on the impact of COVID-19 is presented in this paper.
