發展台灣生技產業區域創新系統之要因研究

摘要

台灣因為生技公司與市場規模都小，目前也尚無類似電子產業般擁有群聚完整的衛星工業，因此本研究以區域創新系統之角度來探討我國生技產業之關鍵發展因素，以建構一合適於我國生技產業的區域創新發展模型，並了解不利產業群聚發展的缺口及瓶頸在何處，期望未來台灣生物科技產業能有較完整的區域創新系統發展。本研究首先透過相關國內外文獻探討，並配合我國生技產業的發展情況，確認本研究的評估準則及研究架構。接續乃以層級分析（AHP）法來進行專家問卷的實證分析，並將分析過後各構面位居第一、二名之評量因素再度作為專家訪談之題目，其目的在於更深入瞭解在這些權重值較高的因素中，主要的實際發展績效缺口為何。本研究經上述之研究執行得出以下台灣生技業欲達成區域創新發展績效之重要關鍵因子排序為：1.強化資訊與知識取得管道；2.加強與其他相關單位之合作關係；3.加速智慧財產權流動；4.提高資金可用程度。而專家認為台灣生技產業區域創新系統之關鍵發展缺口有：1.知識資源不足：人才及核心技術為知識與資訊的主要來源，卻因為台灣生技人才不足而無法強化無形資產培育；2.合作關係薄弱：政府相關政策法規未修正以符合目前生技產業的發展情況，另外產官學合作方向失焦，不是以前瞻、創新開發為合作重點，因而未能累積研發能量；3.智財權流動性不足：智財專利及法律人才稀少，生技評價制度難以建立；4.資金來源供應不足：國內對生技投資資金設限眾多，對外資予以管制，導致整體資金供應量不足。本研究並基於上述於本文最後提出綜合性之政策建議以資各界參考。

Up to date Taiwan has not yet owned complete clustering biotechnology industry like her electronic industry, due to smaller sizes of the industry's companies and markets. Therefore the main purpose of this study is to probe into the key development factors of Taiwan's biotechnology industry from the perspective of regional innovation system, and then construct a suitable model helping grow the biotechnology industry in Taiwan. In the meanwhile the unfavorable breach and bottleneck of developing the industry in the same regard are also explored. This research applies Analytic Hierarchy Process (AHP) methodology to calculate the factors' weight, and uses in-depth interview to identify the key problems of Taiwan's biotechnology industry's development. This research reaches the following conclusions in order in view of assessing key regional innovation development factors for Taiwan's biotechnology industry: 1.Strengthening the channel of acquiring information and knowledge; 2. Improving the collaboration of government and related research units; 3. Accelerating the flow of intellectual property; 4. Promoting the availability of capital. This research also deduces the following ends with key breaches of regional innovation development for Taiwan's biotechnology industry in sequence: 1. The knowledge resource is insufficient; 2. Collaboration is weak; 3. The mobility of intellectual property is insufficient; 4. The capital source is insufficient in supply.
