離島休閒漁業地方創生景點遊程熱點規劃與旅遊策略之研究

近年來自週休二日實施以來，馬祖東引島已成為國人休閒旅遊熱門的觀光勝地，但受限於離島特性上面積、交通及氣候等因素，觀光的發展也受到了限制。發展地方創生概念的休閒漁業產業是東引島未來發展的重要目標之一，為尋求東引島休閒漁業的地方創生產業的發展，首先必須瞭解現階段休閒漁業發展型態，以及掌握東引島內休閒漁業產業的遊憩資源與規劃東引島休閒漁業深度新遊程，並且開發東引島地方創生景點的內涵與潛力。本研究針對馬祖東引島休閒漁業產業地方創生景點的開發潛力及遊程規劃，自2016年11月開始至2017年12月止，利用專家重要表現程度分析法（I.P.A., important-performance analysis）評估東引島休閒漁業地方創生景點五大類型生態導覽、教育文化、魚鄉美食、運動休閒及體驗漁業進行景點開發潛力遊程熱點評估，並透過克利金法進行空間分析，推估東引島休閒漁業地方創生景點遊憩環境條件與體驗滿意度的空間分布情形，最後利用SWOT法研擬東引島休閒漁業地方創生景點潛力發展策略。研究結果顯示東引島在休閒漁業類型的旅遊市場上的定位相當適合發展地方創生概念的休閒漁業產業深度旅遊或生態旅遊，因此，本研究在分析東引島觀光資源及遊程熱點後，完成東引島兩天一夜休閒漁業地方創生景點遊程發展策略，提供做為國內外實務操作經驗之參考案例。

In recent years since the implementation of the second day of the week, the Dongyin Island has become a popular tourist destination for leisure and tourism. However, limited by the area of the outlying islands, traffic and climate, the development of tourism has also been limited. The development of local creative concept of recreational fishery industry is one of the important goals of the future development of Dongyin Island. In order to seek the development of local ecologically-friendly industries of Dongying Island recreational fishery, we must first understand the current development of recreational fisheries. Introducing the recreational resources and planning for the recreational fishery industry in the island and planning a new landscape area of recreational fisheries in the Dongjin Island. This study aims at the development potentiality and the travel planning of the local creative attractions of the fishery industry in the island of Matsu Dongjin, starting from November 2016 to December 2017 and using the assessment of important-performance analysis (IPA) for Dongyin Island recreational fisheries local creative attractions five types of eco-tours, education and culture, fish food, sports and leisure activities and fisheries to carry out the potential development of scenic spots hot spot assessment, and through the Kleenex method for spatial analysis, it is estimated that the East Island Leisure Finally, the SWOT method was used to study the potentiality development strategy of recreational spots in the Dongyin Island recreational fishery. The results show that the location of Dongyin Island in the tourism market of recreational fisheries is quite suitable for the deep tourism or eco-tourism of the recreational fishery industry of the concept of local creation. Therefore, this study was completed after analyzing the Dongyin Island two days and one day's recreational fisheries local attractions attractions development strategy to provide as domestic and foreign practical experience in the reference case.
