臺灣紡織產業的國際綠色標章發展策略

A Study on the Development Strategy of International Green Label for Taiwan Textile Industry

摘要

世界最早使用的環保標章為德國於1978年所實施的「藍天使」環保標章，隨後加拿大與日本、北歐等國相繼仿效，截至目前，全球目前共有三十餘個標章組織，約五十餘國參與推動環保標章成立產品綠色驗證檢索平台。而臺灣也在1992年12月由環保署開始推動此一制度，標準為「低污染、可回收、省資源」的環境友善商品。本研究將針對綠色標章的認知進行產業專業經理人或負責人質性訪談，結果顯示臺灣的紡織產業在不同的類型上有不同的表現，其中紡織石化的產值幾乎佔了臺灣紡織產業產值超過一半以上，且產業上、中、下的產業鏈是很清楚的呈現，部分的產業在市場尚未達到成熟規模就外移或市場未成熟就已經外移導致上、中、下游鏈無法串連。綜合而言，本研究發現國際綠色標章對臺灣紡織產業發展國際市場是重要必備的基本門檻，紡織石化乃是臺灣紡織產業中佔比最高且上、中、下游產業鏈發展成熟，同時臺灣紡織產業的優勢注重產品品質、響應全球綠色環保、產品的研發創新及設計能力強與交貨速度迅速，故紡織石化原料與環保標章機能性紡織產業可做為廠商保守、穩定的投資標的。

The world's earliest use of the environmental label was the ＂Blue Angel＂ environmental label implemented by Germany in 1978, followed by Canada, Japan, and Northern Europe. As of now, there are currently more than 30 label organizations in the world, about five More than ten countries have participated in the promotion of environmental labeling to establish a product green verification retrieval platform. In Taiwan, the Environmental Protection Agency began to promote this system in December 1992. The standard is ＂low pollution, recyclable, and resource-saving＂ environmentally friendly products. This research will conduct interviews with industry professional managers or hostages on the perception of green labels. The results show that Taiwan's textile industry has different performances in different types. The output value of textile and petrochemical accounts for almost half of the output value of Taiwan's textile industry. The above, and the industrial chain of upper, middle, and lower industries are clearly presented. Some industries have moved out before the market reaches a mature scale or the market has moved out before the market has matured, which makes the upper, middle, and downstream chains unable to connect. In summary, this study found that the international green label is an important and necessary basic threshold for the development of Taiwan's textile industry in the international market. The textile petrochemical industry accounts for the highest proportion of Taiwan's textile industry and the upstream, middle and downstream industrial chains are mature. The advantages of the industry focus on product quality, respond to global green environmental protection, product R&D innovation and design capabilities, and rapid delivery. Therefore, the textile and petrochemical raw materials and the functional textile industry with environmental protection labels can be used as conservative and stable investment targets for manufacturers.
