從先期規劃查核報告評價台灣生物資料庫之發展歷程及展望

摘要

台灣生物資料庫在歷經多時的努力後，於2008年6月啟動先期規劃，由計畫執行單位在嘉義、台南等六個駐站開始進行檢體的採集，務求完整評估、模擬正式計畫啟動後可能相關之倫理法律議題，並於2009年5月完成台灣生物資料庫先期規劃之查核報告。本文擬以該查核報告為基礎，剖析該計畫所蘊含之生物資料庫發展脈絡及未來展望，以提供另一了解台灣獨特的生物資料庫倫理法律發展進程之觀察視角。

Through years of efforts, Taiwan Biobank finally initiated its pilot study in 2008, with an aim to evaluate the potential ELSI issues underlying the establishment of a population-based genetic database. To meet the requirement of ethical and legal compliance, the pilot study had gone through ELSI auditing and provided its ELSI audit report in 2009. Based on some of the major sections of said audit report, this article intends to provide some insights into the context of development of Taiwan Biobank project and its future perspective.
