多目標決策應用於花蓮觀光避難區位之研究

Applying Multi-Objective Decision Making to Refuge Shelter Tourism Sites

摘要


隨著開放大陸觀光來台, 98 年1-3 月來台觀光人次較上一年同期成長422%(觀光局),再加上周休二日制度的推動,國民旅遊的風氣逐漸盛行,緊臨太平洋,擁有豐富自然景觀資源及人文氣息的後山-花蓮,便成為民眾心目中熱門旅遊去處。然而花蓮縣、由於地理條件特殊,窄而狹長,又位於東亞地震、颱風頻繁帶,使得花蓮縣長年暴露在天然災害的危害下,當不幸遭遇災害侵襲時,極易形成獨立型災區,嚴重威脅縣民與觀光客生命財產安全,因此如何兼容觀光發展與災害防制已成為地方政府極為重要之課題。本研究的主要的目的即在於嘗試以多目標決策模式,尋求多重考量下最適化避難區位的配置,探討現有避難設施區位與服務範圍所構成的面是否符合整體防災需求,所-進行之防災區位配置研究。經研究結果共179個避難所區位,情形與原先設立之區位有明顯的差異,期能成為自後地方政府在規劃避難疏散場所之建議。

As a result of Taiwan's open-door policy to tourists from mainland China, numbers of tourism visiting Taiwan has increased up to 42.2% from January to March, 2009. In addition, the implication of two-day weekend has also contributed the number of tourists within the island. Hualien, a tourism site near the Pacific Ocean with rich natural landscape, abundant resources and specific cultural outlooks, has been one of the most popular places to visit. However, located at the East Asian earthquake belt and a region frequently visited by typhoons, Hualien has been threatened by natural disasters for years to come. Under the attacks of typhoons or earthquakes, Hualien would easily become a geographically isolated land, resulting in destroys of people's softy and properties. Therefore, the prevention from damages by natural forces is as important as the development of tourism in Hualien for the district government officials. The study attempts to apply multiple-objective decision making to the selection of ideal refuge shelter locations. Criteria to meet overall protection from disasters under considerations include facilitates and coverage of services. Result of the study generated 179 recommended refuge shelters, which were significantly different from existing locations. It is hoped that the study would contribute to local government's policy concerning overall evacuations while the region is under the attack of natural disasters.
