近年來我政府致力於培育高級專業人才,提昇專業技術,以面對國際化激烈之競爭趨勢。自85學年度起積極輔導績優專科學校改制,截至90學年度已有科技大學12所,技術學院55所,且預期院校數量將逐年增加;如再加上進入世界貿易組織後,外國高等教育之競爭,技術學院宜提昇經營績效,否則將有生存之虞。因此,本研究主要的研究日的為:一、衡量各技術學院的經營效率,合整體技術效率、純技術效率及規模效率,並比較其差異。二、探討最具經營效率的技術學院,了解最佳經營之典範。三、探討各技術學院的改進方向與幅度。四、綜合研究結果,提出具體改進建議。本研究採資料包絡分析法(DEA)中的CCR與BCC模式,分析結果如下:(一)全國技術學院經營效率尚稱良好,全國55所院校中僅14所學校之相對整體技術效率較差(僅佔25%)。(二)全國技術學院經營效率以公立學校較佳。(三)在參考集合分析中,採CCR模式時,以B46表現最佳,B30、B28、B05學校居次;若採BCC模式,則也是以B46表現最佳,B30及B28學校居次。
Recently, the Taiwanese government has devoted to rearing advanced professional elites and promoting professional techniques. Thus, the government vigorously helps high grade junior college to transform from current level into four-year institutes of technology. In the 90th academic year, there are 12 universities of technology and 55 institutes of technology so far in Taiwan. The numbers of these types of higher vocational educational institutions are still climbing. With the increasing numbers of these institutions and facing the challenge from international educational institutions, the higher vocational institutions in Taiwan should enhance their operation efficiency to increase their competency. Therefore, here are some objectives of this study: 1) Evaluate operating efficiency, including aggregate efficiency, pure technical efficiency and scale efficiency of the higher vocational educational institutes in Taiwan. 2) Compare operation efficiency differences among these institutions. 3) Explore the direction and the margin of progress. 4) Integrate the results mentioned above, and give concrete suggestions of improvement. After employing the CCR and the BCC models of DEA, we come up with the following results: 1) The overall operating efficiency of the institutes of technology in Taiwan is fair. Only 14 of 55 institutions of technology in Taiwan are relatively weak in the operating efficiency around 25% . 2) The operating efficiency in public institutes of technology is better than private institutes of technology. 3) In the reference set analysis, when CCR model is used, B46 is the best, the runner-ups are B30, B28, and B05; when BCC model is used, B46 is the best also, the runner-ups are B30 and B28.
