我國政府藝文補助政策評估

An analysis on government subsidy policies in performing arts

摘要

營造一個健全的文化藝術環境，是當今文明國家的發展重點之一。近年來，政府持續透過文化政策的推動以及對藝文團體及工作者的獎補助來深化民間藝文的能量，進而打造一個優質藝文發展的環境。政府注入於文化藝術之推動與補助，資源投入是否充足？有無符合藝文界的期盼？另外，補助的成果，對於文化藝術之保存與創意是否達成足夠的扶植與彰顯？本研究以政府對於藝文補助政策與執行評估為研究範圍，並以行政院文化建設委員會與國家文化藝術基金會為探討之對象。期對於補助現況相關問題、機制及成效加以深入探討，以建立相關指標並提供具體可行之建議，作為未來相關政策與措施之重要參考。

Creating a healthy and fine cultural and arts environment is one of the key elements in the development of a civilized country. In recent years, the government continues to promote and develop arts and cultural momentum and attempt to establish a quality environment for through improvement in cultural policies and subsidies to arts organizations. In this study, the author examines government subsidies and policies in the arts as well as assessing related issues, mechanism and effectiveness. Two government agencies, Council for Cultural Affairs and National Cultural and Arts Foundation are discussed. In conclusion, the author provides specific recommendations for future policy improvements that will maximize subsidy’s benefits and functions in cultural and arts.
