家庭暴力相對人整合性方案之發展與建構:以中區防暴中心為例

Development and Construction of Integrated Domestic Violence Offender Programs: Violence Prevention Center in Central Taiwan as a Model

摘要


家庭暴力防治法自87年公布施行,家庭暴力事件之通報數逐年成長,從實務上發現家庭暴力行為通常會一再發生、且多數家庭暴力相對人仍與加害者住在一起,因此為相對人擬訂安全計畫之際,實有必要提供加害人情緒抒發管道及學習選擇非暴力的互動方式,以避免加害人持續出現暴力行為,造成更大傷害。為避免加害人持續出現暴力行為,應積極透過「終止暴力學習方案」,協助家庭暴力相對人終止所有形式的暴力以保護相對人安全。台灣家庭暴力暨性犯罪處遇協會自民國99年開辦預防性認知輔導教育課程,先針對被通報並申請保護令之相對人進行預防性認知輔導教育,接著便可透過預防性認知輔導教育課程篩選後所開案之相對人進行社工處遇之服務,社工員運用優勢觀點為主要方法,以「個人有學習、成長和改變的能力」來看待相對人,掌握「助人關係被視為基本且必要」的精神,以個案為中心運用「案主是助人關係中的指導者」來引導相對人想要解決的生活問題,以降低家暴的壓力源。另外,經社工員評估有心理諮商需求之相對人,則轉介專業心理相關處遇人員,與相對人進行個別心理咨商輔導,透過社工服務、心理諮商之多元處遇的整合性方案,貼近相對人的需求,達到降低相對人暴力危險,以達成保護相對人安全之目的。四種效標,十一項指標,結果均顯示預防性認知輔導教育課程是具有成效的,此成效乃來自於相對人自評、講師之評估、講師與觀察員評估之一致性、以及法院相關人員的評估等,來自不同來源所獲得的一致性成效。

Domestic Violence Prevention Act promulgated since 1998, the number of notified cases of domestic violence yearly growth. Found that domestic violence usually occurs again, and the majority of victims of domestic violence are still living with the offender. Therefore, in addition to victims formulate security plans, there is a need for the offender to provide ways to express emotions and learn to use non-violent interaction to avoid persistent offenders of violence, resulting in greater damage. To avoid persistent p offenders of violence, we should actively promote "learning programs to end violence" in order to assist the offenders of domestic violence to terminate all forms of violence and to protect the safety of victims. Taiwan association for treatment of domestic violence and sexual offense offered preventive cognitive education courses since 2010. First preventive education against cognitive counseling was notified of the offenders, then after the offenders identified through pre-screening programs were receiving social workers counseling services. Social workers as the main point of the advantages of using the method to "personal learning, growth and the ability to change," to treat the offenders. Based on "helping relationship is considered essential and necessary" principle, use "the offender is helping mentor" to guide the offenders made life issues to be solved in order to reduce domestic violence pressure source. In addition, the social workers assess the offender psychological consultative demand, were referred to the relevant professional psychological staff at the event, through social workers services, psychological consultation of pluralism at the event to meet the needs of the offenders, to reduce the risk of offenders of violence, to protect victims safety purposes. Four kinds criterion, eleven indicators, the results have shown that preventive cognitive education courses are effective. This performance is derived from the offender self-assessment, the therapist's assessment, therapists and observers conformity assessment, and evaluation of court personnel, consistent results obtained from different sources.
