非營利組織推動臺北市老人長照服務之研究

摘要

近年來臺灣邁入高齡化家庭結構的改變之際，年老所帶來失能與失智的人口大幅增加，在缺乏長期照護服務與相關社會資源支持下，發生的悲劇層出不窮。有鑑於此，本研究將以臺北市老人長照服務為例，透過公私協力概念框架的理論內涵，探討非營利組織與政府之間的公私協力治理經驗過程，試圖重新勾勒出長期照護的治理新義。在研究方法上，本研究採用文獻分析法與深度訪談法，訪問臺北市非營利組織重要核心人員共13人。在研究發現上，本研究將以服務形成、溝通接觸、以及財務提供三大構面探討非營利組織與政府部門間的互動關係；另一方面，從經濟和效能、社會參與和公平、以及社會和文化教育三個面向來分析非營利組織推動老人長照的成效。最後，本研究期盼以非營利組織在臺北市老人長照服務的供給情況與實施內涵，重新檢視並詮釋非營利組織為提供服務的積極性社會角色與實質效益，並探討其與政府間的互動情形，以建構其與政府間維持穩定合作關係以促進共同目標的有效途徑。

In recent years, due to the changing of aging family structure, disabled and dementia conditions from elders is rapidly growing in Taiwan. However, the long-term care services for the elderly resources are finite. The services resources may exceed supply that is why more and more cases of tragedy happen nowadays. For this reason, this case research of elderly long-term care services in Taipei City base on the theory of public-private partnership, to explore the public-private partnership between the non-profit organizations and the government from their interactive process, and construct a new way to delimit governance in long-term care services. The research methods used in this thesis are literature review and depth interview with 13 cadres of the non-profit organizations in Taipei City. Findings are as the followings, we aim to explore the interaction between them and the government from three dimensions (services forming, communication contacts and financial offer perception). Besides, we also try to analyze the effect of non-profit organizations long-term care services for the elderly consumers from three dimensions (economy and efficiency, social participation and equity and social and cultural education). Finally, this study hopes to review and explain the positive social roles and substantial benefits of nonprofit organizations in providing services for non-profit organizations in terms of the supply and implementation of elderly long-serving services in Taipei. And explore their interaction with the government to build an effective way for them to maintain a stable and cooperative relationship with the government to promote common goals.
