長期照顧人力資源治理研究:以高雄市為例

Research on the Long-term Care of Human Resources Governance: A Case Study of Kaohsiung City

摘要


高雄市人口老化指數偏高,已有高齡人口傾斜的現象,但卻存在照護人力短缺的問題,因此長期照護成為當前重要的課題。穩健長照人力需求,特別是居家照顧服務員的人力需求,有助於社會福利資源分配的有效利用與規劃。本研究以多方當事人視角切入問題,研究工具採用互動管理會議(interactive management, IM)。研究結果顯示參與者認為改善照顧員勞動條件最為重要,但須先改善地方政府之長照法規與培育制度。最後,具體提出三個長照人力政策建議改善:1.加強照顧服務員專業與人力政策制度競爭力;2.建立長期照顧服務員良好公共形象;3.建立長期照顧服務員產學媒介平臺,以擴展就業途徑,增加畢業生投入長照產業機會。

There is a phenomenon that the elderly population is tilted with a high population ageing index in Kaohsiung City. Shortage of care workers is the long-term problem. Improve the long-term demand for manpower stability, especially the manpower needs of home care workers, will contribute to the effective use and planning of social welfare resource allocation. View issues from a multi-party perspective, research tools using interactive management meetings (IM). The results of the study showed that the participants believed that improving the working conditions of the long-term care workers is the most important, but that long-term regulations and fostering systems must be improved in local government.
