日治初期臺南地區製糖業之變遷（1895－1911）

摘要

糖從荷蘭時代開始已是臺南地區重要的物產，然其生產方式直到日本領臺初期，仍處於使用人力和獸力的原始狀態。1902年，總督府先後公布臺灣糖業獎勵規則，成立臨時臺灣糖務局，展開糖業改革政策，為糖業近代化提供良好誘因。而臺南地區製糖業也在此時開始轉變。糖務局成立初期，將糖業改革主力放在南部，臺南地區是唯一同時擁有大新式製糖場、小新式製糖場、改良糖廍等三種新式製糖場所的區域。由於獲利豐厚，1905至1907年間改良糖廍大量設立，加上總督府特意保護的新式製糖場，形成改良糖廍與新式製糖場遍布於平原地帶，為日後日資大型製糖場的進駐奠定基礎。日俄戰爭後，日本製糖業資本大舉投資臺灣，在糖務局政策協助下，平原地區的臺資新式製糖場和改良糖廍紛紛遭到購併。部分臺灣人資本則進入到丘陵地區設立新式製糖場，將新式製糖版圖拓展到平原以外地區，臺南地區的製糖業改革至此大致完成。其後到1910年代糖務局裁撤前後，臺南地區的九個糖廠先後設立完成。臺南地區在總督府糖業改革政策中，不但扮演先驅的角色，也是糖業改革最成功的區域。

Sugar is an important product in Tainan area from the era of Dutch rule. But the sugar manufacturing method is lagging by manpower. In 1902, Governor-General issued ＂Taiwan sugar business encouragement rules＂, the establishment of a Provisional Taiwan Bureau of Sugar Affairs, adopted a series of sugar industry reforms, including efforts towards the establishment of modern sugar manufacturing plants. The sugar industry of Tainan area began to change at that time. At the beginning of Provisional Taiwan Bureau of Sugar Affairs, the focus of the sugar industry reform was in the Southern Taiwan. Tainan area was the only region with three kinds of modern sugar factory, such as Large-scale sugar factory, Small-scale sugar factory and improved sugar manufacturing plants. Because of a lot of profit, large number of improved sugar manufacturing plants established between 1905 and 1907. Modern sugar factories and improved sugar manufacturing plants all over the plains. After the Russo-Japanese War, Japanese sugar industry capital invested heavily in Taiwan. With the assistance of the Provisional Taiwan Bureau of Sugar Affairs, Japan's capital to acquire Taiwanese capital's Modern sugar factories and improved sugar manufacturing plants. A portion of Taiwan's capital turned to the hilly region to invest in modern sugar industry. The Governor-General completed the sugar industry reform in Tainan area. Before and after the Provisional Taiwan Bureau of Sugar Affairs was abolished in the 1910s, Nine Modern sugar factories in Tainan have been completed.
