「榮軍」與戰後榮民「授田」制度的關聯－來自《農林部檔案》的側面探討

將曾經涉及國防事務或重大戰事的從軍人士，退役後歸入以「榮譽國民」為簡稱的「榮民」陣容，此將「退伍軍人」與「榮譽國民」制度掛勾的退伍軍人照顧制度，是中華民國不同於他國的獨特做法。然因過往有關榮民的研究成果，多聚焦於具體的照顧方式或施行效果，故連榮民制度的明確由來猶未可知。本文以「外交史研究取向」所著重的檔案分析方式，透過較少為學界所用的《農林部檔案》中有關「榮軍」（榮譽軍人）的記載，嘗試提供榮民制度早期淵源的側面探討。

Veteran which is called as ＂rongmin＂ in Mandarin is viewed as the recipient of the ＂honored civilian＂ in Republic of China. The veteran in which definition is different from its original form of the ＂disabled veterans＂ calling as ＂rongjun＂ in Chinese and its welfare system bases on the two diverse signification is a feature in the country. However, research for the ins and outs of the special system of veteran is few for understanding the source, cause and influence of the frame. This article applies the ＂Approach of Diplomatic History＂ with the ＂Archives of the Ministry of Agriculture and Forestry＂ to investigate the initial situation of the system of ＂disabled veterans＂ in the hard time of ROC after the Second World War. The indirect material may provide us a side view of the origin of the system in current situation of the deficiency of direct data.
