各國軍人撫卹制度之研究

A Study on Pension System for Military Bereaved and Disabled Veterans

摘要

軍人撫卹是現役軍人傷殘或死亡後，對其本人或遺族所作安慰救助之措施，期使現役軍人在事故發生之前能無所顧忌，奮力於戰訓本務的一種制度；也惟有建立良善的撫卹制度，軍隊才能吸引優秀人才，進而留住優秀之人才，對於募兵制的施行，會產生一定程度的助益，故其重要性自不待言。
本研究計畫採行文獻分析、歷史回顧、比較研究、焦點團體、專家學者深度訪談及座談會等方式，蒐羅各方建言，比較我國軍人撫卹制度與公務人員、教師、警察、勞工等制度之異同，並舉出美國、加拿大、中國、南韓等國立法例分析。
最後，對於因應募兵制之實施，提出撫卹制度修訂之建議：包括行政業務層面四項，法規修訂層面五項。

The pension system was a way, to him or comforting the rescue, for servicemen of military bereaved and disabled. It also hopes the soldier could be cynical before the accident, worked in the service of a combat and training. Only a goodness pension system had been establishment, the army in order to attract the best talent, and thus retain quality personnel for “volunteer system” purposes, would produce some degree of useful, its importance cannot be overstated.This research collecting suggestions by adopted document analysis, historical review, comparative studies, focus groups, depth interviews with experts and seminars, etc. Compare and contrast the military pension system with public servants, teachers, police, labor; and citing the other national legislation analysis by U.S.A., Canada, China, and Korea. Finally, for the implementation of response “volunteer system” to make recommendations to amend the pension system: including four items to administrative affair and five items to regulatory.
