Bunun people were a great threat for Japanese colonial government, because they had rapid moving ability on the mountain area in Taiwan. For the governing reason, Japanese utilized the strategy of 'tribal movement' on Bunun people and forced to move them from higher mountain to lower hill. The result of 'tribal movement' was to form a place where two different indigenous peoples lived together in the indigenous area of Chishan County. In Japanese colonial governing, either at the Indigenous Primary Educational Institutions or social activities, these different indigenous peoples communicated one another with Japanese language, and in advanced to improve social stability.
