本文嘗試以教育領導與變革做為背景系絡,分從異議管理(dissent management)與同意管理(agreement management)的觀點出發,分析兩者在教育行政理論的詮釋意象,探討雙方在教育行政實務的運作應用,尋求彼此在教育行政意涵的對比連結。其中,以「游擊隊政府」(Guerrilla Government)為中心論述的異議管理,和以「艾比林弔詭」(The Abilene Paradox)為立論焦點的同意管理,共同組成「雙核心概念架構」,攜手主導本文全篇的邏輯推論及敘說依據。「游擊隊政府」源自於公共行政,首重整合不同意見,提供異議份子多元發聲管道,「艾比林弔詭」濫觴於企業管理,強調發掘不同意見,鼓勵組織成員開放批判思考,兩者交相指引,協助鋪陳開展本文之推演教育領導與變革、異議管理和同意管理間的緊密關聯。
Drawing on the "educational leadership and change" as a context, as well as starting from the perspectives of "dissent management" and "agreement management," this paper therefore aimed to explore the interpretation, application, and connection of both sides in the field of educational administration. Accordingly, both "guerrilla government" and "The Abilene Paradox," which are based on "dissent management" and "agreement management," jointly guide the logic and reasoning of this paper. The former derives from public administration, emphasizing how to integrate different opinions and create multiple channels for dissent; while the latter stems from business administration, highlighting how to discover different opinions and encourage the critical thinking of organizational members. The two main themes of "guerrilla government" and "The Abilene Paradox" interact with each other, paving the way for investigating the close relationship among "educational leadership and change," "dissent management" and "agreement management."
