變與不變：平埔族群復名復權運動

摘要

1993年，噶瑪蘭族率先以「平埔族」鮮明旗幟出現在臺北街頭的第一列遊行隊伍中，開啓了平埔族群的復名復權運動，2002年12月噶瑪蘭族復名成功正式被中華民國認定爲法定原住民族。2006年蘇煥智縣長兌現競選承諾，成立「台南縣西拉雅原住民事務委員會」，並承認西拉雅族爲台南縣縣定原住民族。本文嘗試以30年多來平埔族群復名復權運動，來探討分析這些年來政府對於平埔族群回應的「變與不變」，並且以台灣原住民族權利的整體性來看西拉雅族與噶瑪蘭族的族群運動，在國家原住民族政策下，到底公平對待了沒？

In 1993, the Kavalan people took the lead in promoting the language revitalization of the plains indigenous. In 2002, the Kavalan was officially recognized by the government as a legal indigenous people. In 2006, the Tainan County Government recognized the Silayas as the county's legal indigenous. This article explores the government's policy response to the plains indigenous and whether it is treated fairly under the national indigenous policy.
