互動管理視角下原住民終身學習政策之研究

A Study on the Lifelong Learning Policy of Indigenous People through the Perspective of Interactive Management

摘要


本文以南投縣政府爲例,探討地方推動原鄉終身學習政策的現行運作架構及困境,進而依據「生態治理分析架構原則」爲前述政策議題提出創新策略及具體改善措施。研究過程依序運用次級資料分析、深度訪談、焦點座談、互動管理工作坊等研究方法,在掌握相關研究成果與實務經驗後,爲南投縣政府推動原鄉終身學習政策提出短中長期建議,內容包括工具表單及12項局處間協力策略。

This research explores the current operational framework and difficulties of the Nantou County Government to promote the indigenous lifelong learning policy. It will also propose innovative strategies and concrete improvement measures based on the "Principles of Ecological Governance Analysis Framework." The research methods of "secondary literature review, in-depth interview, focus group, interactive management workshop" had applied orderly for a better understanding of related academic works and practices. In the end, the short, mid, long-term policy recommendations were proposed, which can be divided into the new design of working sheet, 12 strategies for better collaboration among bureaus under the Nantou County government.
