The local cultural museums in Taiwan have been criticized for many years as lacking manpower, budget, space, professionalism, etc.. To resolve the aforementioned issues, we first have to understand that nationalism has dominated and mis-located the local cultural museums for a long time. Therefore, rather than simply increasing budget, manpower, space, and professionalism, the local cultural museums should adopt the model of a participatory museum, which has the characteristics of embracing amateurism celebrating civic culture, showing gray areas, and supporting experimentations. These participatory museums should be run by local communities in order to promote public discussions on public issues. This paper suggests that these museums can become key players in promoting local sustainable development and civil society in Taiwan.
