博物館的知識平權:論國立臺灣歷史博物館的易讀計畫施行

摘要


文化生活是人民的基本權利,透過障礙者的參與使過程更具有用性與意義,並提高接受度。同時,使訊息得以無障礙的傳遞,藉以確保資訊無礙地流動,並落實「沒有我們的參與,就不要替我們做決定」(Nothing about us, without us.)的重要精神。目前,海內外博物館除了積極行銷自身博物館外,更是努力地將博物館打造成一間能夠接納來自各方的觀眾。臺史博自2015年起啟動「臺史博易讀計畫」,透過行前影片、易讀手冊、易讀網站與易讀導覽等專案的開展,藉此將博物館的資源拓展從一般觀眾到障礙者,更希望透過計畫的延伸能夠使大眾更瞭解在地的歷史。透過行動研究法,我們努力從每一個個案當中歸納出規則,使得服務障礙者可以變的無障礙。因為,觀眾「知」的權益不該被限制,博物館作為教育機構,不僅該是成為大眾友善學習的窗口,並且能夠藉由文化資產的分享達到知識傳播的目的。

Cultural life is the fundamental right of the people, and through the participation of disabilities, the process is more useful and meaningful. At the same time, in order to ensure that information can flow without hindrance, and to implement" Nothing about us, without us." Currently, besides actively selling the museum's own museum, the museum has made efforts to attract more different kinds of visitors than before. Starting from 2015, National Museum of Taiwan History has begun "Easy-to-Read Project". Through penetrating the introduction of the preceding film; Easy-to-read guide book; E2R website and Easy-to-read guide tours. By extending the museum's resources from ordinary audiences to handicapped people and hope that the extension of the plan will enable the public to understand the history of Taiwan. Through the action research, we try to generalize from each case, and wish there is no obstacle to serving the disabled. Because of the fact that the rights and interests of the audience should not be restricted, the museum serves as an educational institution. Museum should not only be one of the way to learn, but also the purpose of sharing knowledge of intellectual property.
