戰後初期黃純青政治參與之歷程(1946-1949)

An Exploration of Ng Sûn-tshing 's Political Opinions in the Early Postwar Period (1946-1949)

摘要


終戰後,臺灣行政長官公署於年底頒布了成立基層民意組織,以及省、縣市層級參議會的命令,並於1946年開始舉行民意代表選舉。這些民意機構雖為提供政府諮議的性質,但是在運作過程中,保留了戰後初期臺籍社會菁英寶貴的政治意見。本文以一位具有北台灣資深地方行政經驗的的仕紳黃純青(1875-1956)為對象,分析其在1946-1949年間擔任臺灣省參議會議員的公共質詢與提案內容,並描述二二八事件後的行動,直到1949年辭去省參議員,轉任臺灣省文獻會與選舉監察委員的經歷。本文將基於黃純青參與地方事務的關注焦點,理解戰後初期臺籍菁英與外來政權的互動,以及對建構政治制度表達訴求的脈絡。

After World War II, the government of the Republic of China led by Chiang Kai-shek established the Chief Executive's Office in Taiwan, and announced the establishment of the provincial, county and city councils and public opinion organizations at the end of 1945. The Taiwan Provincial Senate, which was established under this circumstance, has kept records of many proposals and questions, regarding as the power of intellectual discourse, made by Taiwanese political elites. These records reflect the political ideals of Taiwanese social elites for the pursuit of civil political power, especially their expectations for local rule, including legislation and finance. This article takes Ng Sûn-tshing (Huang Chun-qing, 1875-1956), an traditional gentry from Shùlín area of northern Taiwan, as the subject, analyzes his public inquiries and proposals as a member of Taiwan Provincial Senate from 1946 to 1949, involving public construction in the Taipei area. He experienced the February 28th Incident, but still continued to stick to his post until he resigned as a provincial senator in 1949. Ng Sûn-tshing's words in the Senate reflected the local governance characteristics of the Kuomintang regime in the early post-war period, showing the specific imagination of Taiwanese elites regarding the legalization of local Self-government.
