一分農地以社會企業經營成效帶動農村經濟發展－以菁寮無米樂農村為例

摘要

數十年以來，社會企業致力於環境、社會、財務發展上的均衡，以「對環境友善」、「解決社會議題」、「確保財務永續」的原則經營企業。以社會企業為目標前進，積極建構美麗家園，使農村再生，落實取之於社會，用之於社會之精神。菁寮農村打造農村文化資產守護與活化，結合政府所推行的多元就業開發計畫，並使用非典型策略管理，走出低稻米收購價格壓垮離鄉遊子『返鄉』的意願，觸動年輕人返鄉的心。此外，以自然農法栽種作物，結合在地特色及文化觀光，發展出當地特色，達到差異化之效用，吸引進入菁寮農村，帶動地方發展及活絡，以「一分農地，捨即是得」為主題，台灣正醞釀著一群致力追求農村再生的氛圍，使得農村轉型，達到其經濟成長效益，以致社區永續經營。

In the past decades, Social Enterprises have been devoting to the balance among environmental, social and financial development and they are operated by the principles to ＂be environmental friendly＂, ＂solve social problems＂ and ＂maintain financial sustainability＂. Based on Social Enterprise as the goal, they actively construct the homeland and practice rural rejuvenation to fullfill the spirit to return to the society after acquisition. Jingliao Village protects and revives rural cultural assets, complies with multi-employment development project implemented by the government, applies atypical strategic management and encourages the young generation to return to the homeland by avoiding low purchase prices of rice. In addition, it cultivates the crops by natural farming and develops local features by combining local characteristics and cultural tourism to be differential. Thus, Jingliao Village becomes attractive and it triggers local development. By ＂a piece of farmland, acquisition by abandon＂ as the topic, Taiwan is developing the climate of rural rejuvenation. Hence, rural villages can be transformed and economic outcome can be reinforced for sustainable management of community.
