對外華語教育評鑑發展的初探

Discussion on development of evaluation for Chinese as second language education

摘要


評鑑的目標是為了改善缺點,發揮優點,用在對外華語教育上,則是為了改善對外華語教學的品質。本文認為臺灣在發展對外華語教育評鑑的同時,主管對外華語教育行政的單位,必須通盤考慮華語教育評鑑所涵蓋的範圍,以免顧此失彼;建立評鑑者與受評者具有對外華語教育評鑑的正確觀念;加強評鑑人員專業技能的培訓;專業對外華語教育評鑑機構的設置,以負責評鑑的研究、規劃、設計與實施,以提供專業評鑑人員培訓、評鑑服務及諮詢等;明確對外華語教育評鑑制度和可依循的評鑑指標,讓受評單位有所是從;實施追蹤評鑑與後設評鑑,確保評鑑後的缺失獲得改善,並不斷地自我評鑑與改進等。

Evaluation for Chinese as second language education means evaluating institutes of TCSL/ TCFL, pedagogy, curricula, and so on. The objective of evaluation is to improve and gain ground, so is evaluation of TCSL/ TCFL. When developing the mechanism of evaluation for TCSL/ TCFL, some key points should be considered in the paper, including what the evaluation for TCSL/ TCFL is must be defined clearly, the correct concepts on the evaluation must be instilled to raters and ratee, raters' professional knowledge must be enriched, professional institutes for evaluating TCSL/ TCFL must be sited, and so on, so that the quality of the evaluation may be promoted.
