摘要

教育部體育署於2013年提出《體育運動政策白皮書》，擘劃20年運動產業發展願景，以進階性策略達成願景。然政策不足以自行，必須藉組織相互關聯影響，與策略運作產出結果，使政策在各層面造成外溢性與加成性影響。本研究之目的，在透過創業政策鏈結理論，針對政策白皮書、運動產業發展條例、運動彩券發行條例及相關子法，從政策整體結構面、時序發展面、產業投入與產值面、政策工具結構面，及政策執行效率等進行探討。依研究結果提出建構政策鏈結核心價值、產業政策3D構面體系與白皮書政策架構、引領政策發展時序，建立合理可行的績效檢視機制等建議，以供政策參考。

In 2013, the Sport Administration, Ministry of Education, formulated the Sports White Paper to draw a long-term vision of the 20 years of development of the sports industry by 2023, and achieved the vision in a progressive manner with short, medium and long-term goals. However, the policy is not able to be implemented only by law, it is necessary that the results of the spillovers and additivity property caused by all relevant areas put the policies into effect by way of the interlinked influences of the organization and the outcomes of the implementation of the strategy. In this research, we adopted the Theory of Entrepreneurial Policy Alignment (TEPA), which connects the white paper, Sports Industry Development Act, Sports Lottery Issuance Act and sub-principles. We investigated dimension of the overall structure, periods of development, industrial input and output value, policy tools structure, and the efficiency of policy implementation for discussion. And some suggestions are proposed, such as constructing the core value of policy alignment, reconstructing the 3D structure system of sports industry policy, constructing the White Paper policy structure, leading the periods of policy development in order to establish a reasonable and feasible performance inspection mechanism for the promotion of sports industry policy.
