摘要

本研究旨在整合文獻、專家觀點，建構休閒海釣從業人員的專業職業能力指標，並發展指標内涵，以提升休閒海釣產業專業發展，獲得之研究結果，可作為國內海洋人才培育之課程設計、合格證照教學及職涯發展之參考。研究方法係採訪談法和問卷調查法，首先，以文獻分析研擬訪談大綱，進行6位學術和產業界專家之半結構式訪談，據以發展職能指標和問卷。爾後，針對65位休閒海釣從業人員施以問卷調查，以驗證職能指標，並獲得各個指標構面之重要性排序。本研究建構之休閒海釣從業人員職能指標，第一級指標構面有4項，包含專業休閒航海知識、船舶操控技能、休閒導向服務態度和海洋保育觀念；第二級指標有12項，包含專業休閒航海知識：航海知識、海洋氣象、船舶結構知識，船舶操控技能：船舶操控、救生滅火、漁業技法、休閒導向服務態度：經營管理、認真負責、人際互動，海洋保育觀念：法規命令、海洋保育、漁場建置；第三級指標有44項。

This study, based on literature review and experts' opinions, aims to generate and deepen the indicators of professional abilities of leisure sea-fishing employees, and then further to promote the growth of leisure sea-fishing sector. The study results obtained herein can be used to design the courses for marine talent education in Taiwan, or be taken as references for certificate teaching and career development. Interview and questionnaire methods are adopted in this study. First, interview outline is formulated based on the analysis of literatures. Six academic and industrial experts were interviewed in a semi-structure manner, by which function indicators and questionnaire are prepared. Next, 65 leisure sea-fishing employees were asked to fill out the questionnaire to verify the competency indicators, and get a sort order for these indicators by importance. Among these competency indicators of leisure sea-fishing employees in this study, there are 4 Level I indicators, including professional leisure sailing knowledge, ship operation skills, leisure guide service attitude and marine conservation awareness; 12 Level II indicators, including professional leisure sailing knowledge consisting of sailing knowledge, marine meteorology, hull structure knowledge, ship operation skills that are formed from ship operation, lifesaving and firefighting, fishing techniques, leisure guide service attitude that is constitutive of operation management, responsibility interpersonal interaction, and marine conservation awareness consisting of laws and regulations, marine conservation, fishery construction; 44 Level III indicators.
