摘要

一、21世紀中日爆發嚴重釣魚台列嶼爭議，嚴重衝擊長年經營的經貿互助與外交關係，在日本雖有回歸理性的檢討聲音，但是右派人士刻意炒作，逼著當時執政的首相野田佳彥只能逐步訴諸民族主義，進而打破亞太地區的區域平衡。二、美國在其中搖擺不定的態度，更是出於自身國家利益考量，不管是在政治、經濟、外交、軍事上都成了最大的贏家。同時，由釣魚台列嶼爭議正可提醒吾人國際社會合作的背後不必然是善意的支持，國際政治時常存在合作與威脅的交織環境。三、面對當前的亞太衝突，我國不僅須瞭解國際環境變遷、強化戰備整備，更應該積極發展非戰爭軍事行動作為達成國家目標的新途徑，為未來詭譎多變的局勢做好先期的因應與準備。

The United States in which the wavering attitude, it is for their own national interest considerations, whether in the political, economic, diplomatic, and military have become the biggest winner. Meanwhile, Diaoyutai islands disputes are reminding us that behind the international community to cooperate does not necessarily support in good faith. International political co-existence and threats are often intertwined environment. 3. As a response to the current conflicts in the Asia Pacific, we must not only understand the international environment changes and strengthen combat readiness preparations, but should actively develop military operation other than wars as a new way to achieve national goals. Coping with the preparations in advance for the future of the fickle nature of the situation.
