摘要

一、南海為亞太各國進出印度洋和太平洋的重要國際航道，中共在南海海域動作頻頻，填海造陸舉措引發周遭各國之不安，對東亞與亞太區域安全有重大影響，而南沙島礁建設具有高度軍事戰略運用價值。二、南海海域為中國固有的傳統海域，隨著國際形勢轉變，南海已非單一國家所能完全擁有，南沙島礁領土主權遂成為國際社會權力競逐的博弈指標，而南海海域逐漸被中共的軍事力量所籠罩，中共島礁運用比起以往之消極經營，顯然更為靈活與深慮。三、中共正在尋求塑造規則，藉以地緣戰略的運用並輔以經濟和政治影響力，發揮相稱的更大的作用。共屬島礁的未來發展必定是為擴展制海權而服務，在鬥而不破的國際環境下，中美在南海的博弈將進入一個新的階段。

1. The South China Sea is a very important maritime passage connects to India and Pacific Ocean for Asian countries. Recently, PRC's movement like islands building in this area has caused security concern of regional countries, and has primary impact to the regional security of East Asia and Asia-Pacific Area as well. However, island building has high value in the application of military strategy. 2. The South China Sea is traditionally belong to China. Thus, it can't be owned by any single country follow on the transition of international status. The sovereignty of Spratly Islands becomes the symbol of strength of the great powers. Hence, the military power of PRC been constructed in the South China Sea gradually. It has more aggressive attitude toward to these ＂Islands＂, and more flexible and considerable strategy as well. 3. PRC is seeking to establish the rule of the South China Sea. It wants to integrate the geographic strategy, the power of economic and politic to develop more effect of affection in this area. The development of these ＂Islands＂ has to serve the expansion of sea power in the future. The ＂game＂ between 2 great powers- PRC and U.S.- will move on to a new step under the ＂Keep fighting, but no war＂ international status.
