共軍非傳統安全威脅之政治工作研究－兼論對國軍之啟示

隨著非傳統安全威脅的興起，中共面臨更多來自國內外的安全威脅，政府為穩定國家政權，積極地運用軍隊執行非戰爭軍事行動，並藉以形塑優質形象，博取民眾支持，換言之，非戰爭軍事行動是強權國家保有重大國家利益的必要投資。中共認為軍隊政治工作是一切工作的生命線，同時也是軍隊履行職能與完成多樣化軍事任務的重要保證，唯有貫徹實現黨對軍隊的絕對領導，才能成功地控制部隊與打贏戰爭。共軍體制特殊，其面對之國內外安全環境亦與其他國家大為不同，其中「非戰爭軍事行動中的政治工作」如何落實及其執行成效，更為中共領導階層與政治工作者所重視。因此，本文嘗試以中共國家利益與政治工作之間的關聯性，探討共軍政治工作如何協助建構軍隊有利態勢及維護國家利益。

Following the arising of non-traditional security threats, the People Republic of China (PRC) faces more security threats from inside of the country and abroad. The government aggressively uses the troop to execute non-combat military operations to stabilize the national power, as well as shapes the qualified image to obtain the support of publics. In the other word, non-combat military operation is a kind of necessary investment for great power to keep magnificent national benefit. PRC believes that military political work is not only the survival line of all missions, but also the important proof that the Armed forces can execute and complete multi-military missions. The only way to control the troops and get the victory of war is following the rules that the Community Party has absolute leadership to military system. Since the military system of PRC is so special, it faces very different security environment inside and outside of the country to other countries. Hence, the PRC's leader level and political workers are focus on how to root the ＂political work of non-combat military operation＂ and its efficiency. Thus, this study try to uses the connection between PRC's national benefit and political work, to discuss how the political work of PRC's Armed forces assist to construct the advantage imagination of military and protect the national benefit.
