從中共「組織戰」探討對我國之「統戰」作為

摘要

一、「統一戰線」（即「統戰」）是中共在「國共內戰」期間戰勝對手的三大法寶之一。此項法寶也是中共建政以來，做為鞏固權力、維繫政權及政權永續發展的重要手段與工具。中共透過黨的建設成立「統一戰線」組織，該組織以爭取群眾為主，是群眾路線的工具；因為「烏合之眾」是不可靠、暫時的，但透過組織化、精神統一的行為體現，群眾就能形成力量。二、習近平為實現「中華民族的偉大復興」，將統一戰線工作設定為必須要服務於此一目標；而當前統一戰線工作的意圖與作為，正隨著「中國崛起」之勢頭，透過非官方組織積極地向世界推展，並引起西方國家高度的警戒。三、中共已將涉臺相關工作置於其「統一戰線」和「民族復興」的架構中。因此，本文從「組織戰」的面向，瞭解中共現階段在習近平新時代民族復興的框架下，如何運用「統戰」及組織，強化影響力；另針對未來對我國統戰工作的發展，分析可能之影響，提供相關因應建議；俾能「以敵為師」，並做為強化國軍政治作戰工作之參考。

1. The motley crowd is unreliable and temporary, but the masses can be formed the strength through organization and spiritual cohesion. The ＂United Front＂ is one of the three magic weapons of the Communist Party of China. During Xi Jinping's era, in order to realize the ＂Great Rejuvenation of the Chinese Nation＂, the United Front Work was set to serve this goal necessarily. 2. With the rise of PRC, the intent and role of the current United Front Work has been actively developed in the world through nongovernment organizations, so it gradually attracted the attentions of the Western countries. After the 19th National Congress of the CPC, Taiwan-related issue was stated more apparently in the framework of the ＂United Front＂ and ＂National Rejuvenation＂. 3. Given that your enemy is your best teacher; therefore, this research was discussed from the aspect of the organizational warfare to understand the CCP how to use its so-called magic weapon, the united front, at the current stage of under the framework of Xi Jinping's Era National Rejuvenation to strengthen its influence with its organizations, and to develop the United Front work in Taiwan from now on. According to these analyzed impacts, we provided the suggestions for coping with the enemy's operations of the political warfare.
