摘要

一、中共海軍在「近海積極防禦」過程中，不僅是海上兵力的主幹，更承擔空中、海上、陸上及水面下的總指揮。而中共的反介入戰略實際上就是一種「近海積極防禦」的形態，此種作戰形態揉合了陸上、空中、海上、水面下等四個領域的兵力，作戰方式是結合正規與非正規作戰的方法，其中非正規作戰的主角即是由潛艦部隊擔綱。二、中共的核子動力潛艦部隊部署在北海與南海兩個艦隊。北海艦隊主要是為保護首都及京畿要域，而南海艦隊可能用來擔任水面艦隊的斥候，或與其航艦艦隊共同編隊執行伏擊作戰的任務。
