摘要

一、2012年中共召開「第十八次全國代表大會」，此會所以成為國內、外媒體及各方關注之焦點，在於決定新一屆領導階層的成員正式組成，且攸關著中國大陸未來5年的國家發展。而「十九大」已於2017年10月召開，迄今陸續舉行「十九大」第一至四次全體會議。二、習近平於過去5年執政時提出「四個全面」理念，而「十九大」後分於各中全會完成「人事布局」、「習思想入憲」、「取消國家主席任期制」、「黨政機構改革」等舉措，逐步實踐其所說的「四個全面」戰略布局。三、受「中、美貿易戰」及香港「反送中」運動影響，使得中共黨內的分歧不斷加大，對習近平領導地位與執政能力帶來威脅，進而對其爭取「二十大」連任恐造成一定程度的影響，形成不利態勢。為持續推展其全面領導的戰略藍圖，習近平對國、內外所面臨的挑戰，勢必將有所作為，後續發展殊值特別關注。

1. In October 2012, the PRC held the ＂18th National Congress＂. This meeting has become the focus of domestic and foreign media and all parties concerned. It is to decide the formal composition of the new leadership ,the future of China and national development in next five years. The ＂19th National Congress＂ of the PRC was held in October 2017. So far, the first to fourth plenary meetings of the ＂19th National Congress＂ have been held. 2. In the past five years, PRC's general secretary, Xi Jinping puts forward the ＂four comprehensive＂ concept. After the ＂19th National Congress＂, he completed the ＂Personnel Layout＂, ＂Imported Thoughts into the Constitution＂ and ＂Cancel the Presidency of the National President＂. Institutional reforms and other initiatives have gradually implemented the ＂four comprehensive＂ strategic layout of Xi's. 3. Affected by the Sino-US trade war and the Anti-Extradition Law Amendment Bill Movement in Hong Kong, the differences within the PRC have increased, threatening Xi Jinping's leadership and ruling ability, and thus threatening to win the ＂20th＂ re-election. The impact of this has created an unfavorable situation. Xi's strategic blueprint for continuously promoting its overall leadership will definitely make a difference to the challenges faced by the country and the country. The follow-up development is particularly worthy of attention.
