摘要

一、2020年是習近平自2015年11月啟動共軍「軍改」之關鍵年，也是中共海軍邁向現代化階段的驗收年，關係著海軍能否繼續依照國家領導人所提，在2035年基本實現現代化，以及在本世紀中葉建成「世界一流軍隊」的建軍目標。二、21世紀，中共海軍具有「走向海洋」、「經略海洋」，建立起200浬專屬經濟海域的「有效控制」和「管轄權」四種能力，隨著海軍各式新型導彈驅逐艦、導彈護衛艦、潛艦及綜合補給艦等陸續下水服役、續航力及攻船、防空飛彈射程不斷增加等情況下，其整體戰力的質與量均不斷成長，也使海軍建設在近年來取得長足進步。三、中共海軍現代化之發展已逐漸成為擁有影響國際間的武裝力量，其軍力持續增長之際，未來對於亞太區域及臺海兩岸安全可能深具影響。因此，面對中共不斷增長的海軍力量，我國勢必將面臨更嚴峻的考驗；吾輩更須好好省思因應之道，方為保障國家安全之關鍵。

1. 2020 is a critical year for Xi Jinping to reinforce the Communist Army's ＂Military Reform＂ since November 2015. It is also the acceptance year for the CCP's navy to move forwards to the modernization stage. It is important to CCP's navy continue to be modernized by 2035 as mentioned by Xi Jinping: to achieve the goal of building a ＂world-class army＂ in the middle of this century. 2. In the 21st century, CCP's navy desires four core abilities: ＂extend to the blue water＂, ＂pass through the ocean＂, ＂effective control＂ and ＂jurisdiction＂ in the 200 nautical miles of exclusive economic zone. With the launch and endurance of various new DDGs, missile frigates, submarines, and integrated supply ships, especially with the increase of the range of attack ships and air defense missiles, CCP's Navy has continuously grown in the quality and quantity of its overall combat power, and also made great progress in its naval construction in recent years. 3. The development of the modernization of the Chinese Communist Party's navy has gradually formed an internationally influential armed force. As its military strength grows, the future may have a profound impact on the security of the Asia-Pacific region and both sides of the Taiwan Strait. Therefore, in the face of the CCP's growing naval power, our country will inevitably face a more severe test. We must think carefully about the way to respond, so as to ensure the key to national security.
