從「俄烏戰爭」檢視中共軍事外交－理想與現實的挑戰

一、「軍事外交」係以軍事手段行使國家外交政策之行為。近年中共愈發重視以「軍事外交」來服務其外交政策目標，其中包含聯合軍演、軍備出口、軍事高層互訪、應對「非傳統」安全威脅及執行「非戰爭軍事行動」等，手段多樣且效果驚人。二、自2022年2月24日「俄烏戰爭」爆發以來，中共所處的國際政治地位，正牽動世界發展格局，其主導性與主動性漸增，相關回應更受到世界各國關注。而中共於此國際情勢變局中，即使在外交上仍保持高度冷靜、克制，但在「軍事服務政治」前提下，仍積極透過「軍事外交」以促進國家利益。三、中共近期「軍事外交」方向著重於軍售、高層互訪及安全協議簽署，未來重點仍將繼續深植南海、南太平洋區域經營，並試圖以此與美國進行戰略競合，並小心翼翼避免對抗升級。針對此一情勢發展，國軍有必要瞭解並關注其「軍事外交」作為之意涵及影響，及早採取應處措施，才能維護我國國家安全與利益。
