桃園市高中職資源班行政運作之研究

The Study of Administrative Operation at Resource Rooms in High Schools/Vocational Schools in Taoyuan City

摘要


本研究旨在探討桃園市高中職資源班行政運作之情形,並分析包括教育行政、相關專業人員與輔具、教學相關人員及特教知能研習,以及所遭遇到的困難與解決之道。本研究採取質性研究,以桃園市高中職資源班業務承辦人與資源班輔導員為訪談對象,立意取樣10位現職教師及行政人員進行半結構式訪談並分析其內容。研究結果如下:一、桃園市高中職資源班行政運作現況;(一)各校特殊教育推行委員會每學期召開會議,審議特殊教育工作內容,但仍有會議流於形式,教職員不採納會議之決議的狀況。(二)各學校多半利用新生轉銜會議及IEP會議評估學生相關專業團隊服務需求。(三)資源班教師聘用人數在國教署所屬學校編制正式教師一名,在桃園市所屬學校編制二位正式教師,部分學校再聘任一位代理教師。而私立學校資源班幾乎都只聘任一位教師。(四)桃園市僅國教署所屬學校與私立學校聘用資源班輔導員協助行政業務。(五)各校每學年度辦理特教知能研習,但教師參與研習意願低。二、桃園市高中職資源班行政運作現況所遭遇到的困擾與改善建議:(一)學校行政遭遇困擾為:輔導人員輔導鐘點費會因學生的課程需求與參與意願,導致經費難執行;改善建議為:減少輔導經費的使用限制,讓教師在運用上更有彈性。(二)相關專業人員遭遇困擾為:無法提供更多次的服務時數給需求量高的學生;改善建議為:增加治療師投入相關專業團隊服務,能提供學生更好的服務。(三)教學相關人員遭遇困擾為:資源班教師的師資聘用不足;改善建議為:國教署所屬學校建議從法令上做調整,始能多聘用一位專任教師;桃園市所屬學校建議制訂增班人數之標準。(四)特教知能研習遭遇困擾為:教師參與特教知能研習意願低;改善建議為:要想辦法讓教師有興趣參加以及調整研習時間至共同空堂時間便於教師參加研習。根據研究結果,研究者提出建議,以作主管教育行政機關、學校、資源班業務承辦人及未來研究之參考。

The purpose of this study is explore the administrative operation at resource rooms in high schools/vocational schools in Taoyuan City, and to analyze the requirements of school administrative operations, including education administration, related professionals and assistive devices, teaching-related personnel, and special education knowledge study, as well as the difficulties encountered and solutions. This study adopts qualitative research. By intentionally sampling 10 current teachers and administrative staff to conduct semi-structured interviews and analyze their contents. The findings are as follows: I. The current status of administration resource rooms in high schools/vocational schools in Taoyuan City. a. The tuition fee for tutor fees will be difficult to implement because of the students' need for courses and their willingness to participate. b. It is proposed to reduce the use of funds for students with disabilities to make teachers more flexible in their use c. The special education promotion committees of schools meet every semester to consider the content of special education work, but there are still meetings in the form of meetings and staff do not adopt the resolutions of the conferences. II. Status of related professionals and assistive devices, problems encountered and suggestions for improvement. a. Most of the schools use the transition meetings and the IEP meetings to assess the disciplinary team service needs b. Limited by the service specifications, it is impossible to invite or continue the ideal special education expert candidates to the school. c. Invite professionals to come to the school for a consultation assessment and to provide students with assistive advice. III. Status of teaching-related personnel, the problems they encountered and the handling strategies. a. Insufficient hiring of teachers in resource rooms. Schools affiliated with the State Education Department have proposed to make statutory adjustments to allow for the hiring of one more full-time teacher. Taoyuan city belongs to the school suggested that increase the number of classes in the standards. b. At present, only the schools affiliated to the National Education Department and private schools in Taoyuan City employ resource room counselors to assist in administrative operations. At the beginning of their work, they will encounter unclear roles. c. Special education Assistants hired for hourly pay. It is recommended that the salary package be improved to facilitate the recruitment process. IV. Status of special education knowledge study practice, the problems encountered and suggestions for improvement. a. The schools each academic year for special education knowledge study, but the willingness of teachers to participate in the study is low. b. It is not easy for lecturers in more remote schools to invite. c. It is recommended to provide a database of instructors to solve problems that the lecturers are difficult to find. Based on the results of the study, the researcher provided recommendations for education administration authority, schools, resource room business sponsors, and future studies.
