Evaluation of Logistics Competitiveness of Provinces and Cities along the New Western Land-sea Corridor based on Entropy Weight and TOPSIS Method

In August 2019, China has released an overall plan about the country's new western land-sea corridor to deepen the sea-land two-way opening-up and the development of western China, according to the National Development and Reform Commission. Based on the data of 13 provinces and cities involved in the new western land-sea corridor, this paper evaluated the logistics industry competitiveness of the 13 provinces and cities, and constructed index rating system of five influencing factors and the comprehensive evaluation model of entropy weight TOPSIS combination rating model, including the regional economic level, the logistics scale level, the infrastructure level, the information level and scientific and technological innovation capacity. According to the evaluation score of various major factors, the paper conducted cluster analysis to explore the competitiveness of logistics of 13 provinces and cities, using SPSS software. The results show that the level of the logistics industry development is different in the provinces and cities that we study. Among them, Sichuan and Shaanxi are the most competitive provinces in logistics industry, followed by Chongqing and Guangxi. Located in the third category, Hainan and Guizhou logistics industry development is uneven and the overall competitiveness is general. Inner Mongolia, Yunnan, Xinjiang, Gansu, Ningxia, Qinghai and Tibet have the low logistics competitiveness.
