國際卓越校長計畫(ISSPP)領導模式之研究:澳大利亞、新加坡、印尼及賽浦路斯為個案

摘要


校長領導一直受到全球的關注,校長是學校邁向卓越的關鍵人物,在促進學校改善過程中佔有舉足輕重的地位,但對於卓越校長領導內涵,仍無法完全解釋。有鑑於此,國際卓越校長計畫(The International Successful School Principalship Project, ISSPP)自2001年開始針對國際間卓越校長的領導進行研究,陸續建構出各國的卓越校長領導模式。在此臺灣教改變動時代,其研究成果是極具借鏡價值的。基此,本研究採用文件分析法,針對國際卓越校長計畫各時期計畫及其後續追蹤研究資料,探究國際卓越校長領導模式意涵及發展,並分析比較澳大利亞、新加坡、印尼與賽浦路斯四國之卓越校長領導模式及實踐內涵。研究發現卓越校長領導會影響學校成果展現,其個人特質影響學校變革或轉型成功,且卓越學校來自於校長能引領成員共創願景,發展組織成員的專業以提升學校能量,並與利害關係人建立良好夥伴關係,且能敏覺環境影響以助於學校變革等。

The principal's leadership has become a critical issue in the wider field of educational leadership. Research indicates that the principal's leadership qualities play a pivotal role in the success of school reform. However, the essential qualities of outstanding leadership have still not been fully explained. The International Successful School Principalship Project (ISSPP) started in 2001, and was established in order to address the need to better understand how principals contribute to their schools' success. In this regard the findings of the ISSPP are extremely valuable. This study aims to explore more broadly these findings, by comparing through document analysis the different models of successful school leadership found in Australia, Singapore, Indonesia and Cyprus. Our findings were as follows: successful school principalship influences a school's achievements; a principal's personal traits affect a school's transformation; a successful school depends on a principal who can lead faculty members to build and share a vision, thereby encouraging the members' professional development, building a solid partnership with stakeholders, and being sensitive to environmental impacts that could promote school changes.
