傳統農漁村轉型休閒觀光意願之初探－以枋山鄉為例

A Preliminary Study on the Development of Marine Leisure and Tourism Industry from Fangshang County Traditional Agriculture and Fishing Village

摘要

枋山鄉屬狹長型行政區，海岸線長達30公里，擁有海洋休閒觀光發展條件，故本研究探討枋山鄉農漁業發展之現況、危機與轉機，藉此提供研究結果給予相關單位於推展休閒觀光活動之參考。本研究採用質性方式，包括文獻分析、半結構式訪談，並利用次級資料以作印證，以滾雪球抽樣訪談對象共13位，包括傳統農漁業經營者、地方意見領袖、公職人員及相關領域專家等。受訪者皆表示支持枋山鄉發展休閒觀光，但建議要做好配套措施，才不會浪費資源或是破壞原有美好環境。

Fangshang County is long and narrow, with 30 kilometers of coast line. With such conditions of developing marine leisure and tourism, this report aims to study the historic background, current situations, as well as the crisis and chances it’s facing, where ultimately this report will be provided to the concerned departments for references in the efforts of promoting marine leisure and tourism. This report is conducted and qualitative methods, including document analysis, semi-structured interviews, and corroborating with secondary information by snowball sampling total of 13 interviewees, including conventional agriculture and fisheries operators, local opinion leaders, government officials and related specialists. The interviewees all supported the development of Fangshang County marine leisure and tourism, but also suggested to apply supporting measures to avoid waste of resources and/or impact to the environment.
