The Value of the Minutes of Meetings from the Chen Cheng Collection: the CUSA Case

摘要

本文以陳誠於民國47年至52年主持美援會期間的〈行政院美援運用委員會會議紀錄〉為例，論述《陳誠檔案》中會議紀錄的史料價值。以尹仲容為美援會專任副主委及每個月定期召開美援委員會議為陳誠第二度主持美援會的重大變革，顯示重掌美援事務的陳誠，有意藉著委員會議的運作，透過財經幕僚各展所長，充分討論，達成共識，並審慎決策。五年當中五十多次美援委員會議的召開，許多美援計畫先後在委員會議經過討論，並據以施行，這些建設或改革措施，且使得這五年被稱為創造臺灣經濟奇蹟的關鍵時期。陳誠對美援委員會議相當重視，儘可能主持會議，參與討論，提出原則性的指示。所有關於美援計畫的議程資料與會議討論決議情形，都詳載會議紀錄中，因此會議紀錄對於陳誠與美援的相關研究有極高的史料價值。

The author takes the Records of the Committee of CUSA (Council for U.S. Aid) from 1958 to 1963 as an example to examine the historical value of the minutes of meeting from the Chen Cheng Collection. Chen was the former Vice President of ROC, and in charge of CUSA during that period of time. By appointing Yin Zhong-Rong as the Vice Chairman of CUSA and assembling the Committee every month, Chen showed his intention to make decisions based on consensus reached after full discussion with financial staff. There are over fifty meetings in which many U.S. aid projects were discussed and approved within five years. Because of the success of those projects, Taiwan got great achievement in economic development. Chen valued the meetings, made effort to hold them in person, took part in discussion, and provided general directions. Detailing all of the agenda data, processes and resolutions about U.S. aid projects, the Records of the Committee of CUSA therefore hold high historical value for studies about Chen Cheng and U.S. aid.
